Production of green hydrogen in Rijeka Refinery

INA is investing more than EUR 60 million in the construction of a green hydrogen production and distribution facility at the Rijeka Refinery, including a 10 MW electrolyser and an 11 MW solar power plant, representing the largest such facility in Croatia and the country’s first commercial-scale project of its kind.

The project has been recognised by the Ministry of Economy as a project of special national importance and is therefore co-financed with up to EUR 15 million in non-repayable funds from the National Recovery and Resilience Plan, representing the first such financing model applied within INA and further confirming the project’s importance for the Croatian economy. The grant agreement was signed in March 2026.

As of 30 June 2026, construction and installation work on the solar power plant at INA’s refinery site had been completed, marking the achievement of mechanical completion of one of the key components of the green hydrogen production plant project. Final testing and all necessary technical activities will be carried out before the solar power plant is commissioned. Installation of the electrolyser is also underway.

This also means that the initial deadlines set out in the agreement for co-financing the project with €15 million under the National Recovery and Resilience Plan have been met.

Construction is expected to be completed by the end of 2026, with the first molecules of green hydrogen expected in 2027, and an annual production capacity of around 1,500 tons, primarily intended for the transport and industrial sectors.

The Rijeka green hydrogen project is a strategic investment for INA, as it strengthens refinery sustainability, reduces CO2 emissions and opens new market opportunities. At the same time, it is aligned with European and national strategies that recognise renewable hydrogen as a key technology for the decarbonisation of industry and transport.
